transformation has emerged as a crit
ical driver of modernization in publ
ic management, reshaping governance
structures, service delivery, and ci
tizen engagement. This thesis conduc
ts a systematic literature review to
 examine the key drivers, challenges
, and impacts of digital transformat
ion in public administration. Using
a concept-centric approach based on
Webster & Watson (2002), the res
earch categorizes existing literatur
e into five main themes: Digital Tra
nsformation, Public Management &
 Governance, Organizational Change &
amp; Innovation, Citizen-Centric Ser
vices & Engagement, and Ethical,
 Legal & Security Concerns. Find
ings indicate that digital transform
ation enhances government efficiency
, transparency, and responsiveness b
ut also presents significant challen
ges, including bureaucratic resistan
ce, cybersecurity risks, and the dig
ital divide. The study highlights th
e critical role of digital leadershi
p, regulatory frameworks, and techno
logical integration in shaping the s
uccess of digital initiatives. Addit
ionally, the COVID-19 pandemic is ex
amined as a key accelerator of digit
alization in public administration.
Despite the growing body of research
, gaps remain in understanding the l
ong-term impacts of digital governan
ce, particularly in developing econo
mies. The study calls for further co
mparative, longitudinal, and empiric
al research on AI ethics, digital in
clusion, and cybersecurity within pu
blic administration. By addressing t
hese gaps, policymakers and scholars
 can enhance the strategic implement
ation of digital transformation init
iatives, ensuring more inclusive and
 resilient governance models in the
digital age.\n
